World leaders are arriving in Copenhagen as hopes of a substantive agreement on tackling climate change appear to be slipping away.
Wen Jiabao, the Chinese premier, is hoping his presence will help secure a deal by Friday.
But an impasse over funding is threatening the success of the conference.
